Board of Commissioners

As a Washington Public Hospital District, Forks Community Hospital is governed by a publicly elected Board of Commissioners; each Commissioner serves a six-year term.

The Board provides statutory oversight for the purpose of ensuring the District provides the community with high quality medical care and related health care services. While the board is not involved in day-to-day operations, it does approve major financial decisions for the Public Hospital District, and has many other responsibilities as provided by law.

Amy Ruble, President

District 1 Commissioner Position 4
Term Expires 2029

Amy is a lifelong resident of Forks, Washington. She has owned and operated her hair salon for 35 years, creating many community connections and involvement. In her spare time she loves to be outdoors enjoying all that our area has to offer.

 

Don Lawley,
Vice President

District 1 Commissioner Position 3
Term Expires 2027

Don and wife Kathy have lived within the district for close to 30 years, after Kathy (Physical Therapist-Retired) was hired by the Hospital District to start a Physical Therapy Department at the Hospital in 1996.

Don’s work background (now retired) is primarily in the field of Quality Assurance, including QA Management, QA Engineering, and QA Auditing, in defense contracting and aerospace industries. Don also assists in the training of Internal Quality Auditors in support of the hospital’s Quality Assurance program.

Charles was born and raised in Bremerton Washington. He earned a Bachelor of Science in Pharmacy in 1997 at the University of Washington. After graduation Charles and wife Pura wanted to find a rural area to work and raise a family and found the perfect location in Forks Washington. Working for Chinook Pharmacy as a staff pharmacist until 2007 when Charles and his wife purchased Chinook Pharmacy which they operated until retirement in 2024. They have been happily married for 33 years and have two children.

Sarah Hursh Huling, EdD, MBA, Commissioner

District 1 Commissioner Position 5

Dr. Sarah Huling proudly serves as an elected Commissioner for Clallam County Public Hospital District #1, continuing a legacy of community-driven healthcare leadership that began right here in Forks over 75 years ago. As both a longtime healthcare professional and rural health advocate, Sarah is committed to ensuring that the West End continues to receive high-quality, personalized care close to home. With more than 20 years of experience in diagnostic medical imaging and a doctorate focused on rural healthcare equity, Sarah brings a deep understanding of both clinical care and strategic governance. Her work centers around improving access, supporting our healthcare workforce, and using data to guide smart, community-first decision-making.
Born of local advocacy, Forks Community Hospital was the first public hospital district in Washington State, a vision brought to life by residents of the West End who knew rural communities deserve excellent care. Today, Dr. Huling is honored to serve as one of the stewards of that vision, working alongside fellow commissioners, hospital district staff, and community members to carry it forward.

Paige Pearson, Commissioner

District 1 Commissioner Position 1
Term Expires 2025

Paige Pearson was born and raised on the Olympic Peninsula. She is a registered dental hygienist, business owner, and dedicated community leader. Paige has been practicing dental hygiene since 2011 and remains committed to promoting health and wellness in her hometown. She lives in Forks with her husband and their three daughters, and enjoys spending quality time with family, traveling, and exploring all the beauty the Pacific Northwest has to offer.

The Forks Community Hospital Board of Commissioners meets monthly on the fourth Tuesday at 5:00p.m. in the Lee Merrick Conference room located at 550 5th Ave, Forks, WA 98331. Written comments submitted by 3:00 p.m. on the day of the board meeting shall be considered in the same manner as oral comments. All written comments shall be addressed to the Board of Commissioners as a whole and not to an individual commissioner.
